He Bingcai (May 1912 ~ 1998 July) was born in Bei Cun He Ming Li in Shawan town. He attended a private school in Zhuhai city at his six years old, being transferred to study primary school at Shawan Lu Jiang Primary School in 1920, later studied English at Guangzhou Bo Wen School in 1924, being admitted into Hong Kong Books Yucai Middle School in 1927, and got the full scholarship from the middle school¡¯s graduation examination for the high school in 1930, being entitled to study for free in the next three years at Imperial Benevolence Academy. 


During the course of studying, he attended the anti- imperialist demonstrations at Guangzhou city on 23 June 1925, and witnessed the scenes of imperialists massacred the massive civilians; while studying in Hong Kong, he not only heard about but also witnessed the foreigners to bully the Chinese people, which made him deeply felt being tyrannized due to national weakness.   


In the summer of 1931, with the strong hope of "Revitalization of the Navy, Defending the Motherland", he attended the enrollment exam of Huangpu Military Academy, and later became the 19th batch student, with the scores ranking the 3rd place among the candidates. In the spring 1932, He Bingcai went back to study in Imperial Benevolence Academy because the warlords fighting each other for the administration power, and the current Principal Chen Ce was forced to escape to Hong Kong by Chen Jitang. When he was in colleague, and coincidently the Customs was recruiting members, after considering the difficult economic situation in his family, he decided to register for the examination, and was recruited finally. The official name of maritime class is First Branch of Tax Special School".


In June 1936, He Bingcai graduated and was assigned to work on the suppress smuggling ship of the Shanghai Customs. After the ¡°8.13 Event¡± in 1937, his anti-smuggling carrier ¡°Lucky Star¡± was nearly attacked by the Japanese air force. 


In the spring 1940, He Bingcai was transferred to Kowloon, Hong Kong, being the first mate of the anti-smuggling carrier "Spring Star". When seeing the expending of the three counties (Germany, Italy and Japanese), the British government negotiated with Chinese government to requisite 3 anti-smuggling carriers, like Spring Star, to defend Hong Kong, and again He Bingcai was appointed as the first mate of anti-smuggling carrier Chang Geng.


In December 1914, the Pacific War broke out and Hong Kong fell down. With the excuse of visiting relatives, He Bingcai arranged his children back to Shawan hometown, and then sneaked into Xi Jiang from Gan Zhu Tan, to be the Vice Inspector in Wuzhou city. In March 1943, he went to its branch in lu Feng city as the Supervisor and established a Sea Lookouts to monitor the activities of Japanese ships.


In March 1944, He Bingcai was deployed to River Bureau in Chongqing, and conducted the measurement issues on the ship. During that time, Chinese government had to recruit new navies and train them in order to resist against Japanese Invasion with the gifted warship from America, and he was recruited into the corps with his scores ranking in the 3rd place, and being as lieutenant. In April 1946, after finishing the training from the corps, he led the warship to go back China, via the routes to visit 7 countries and districts, such as Guba, Panama, Mexico, San Diego harbor in West coast of America, Hawii, Midway Island, Japan. After returning to Nanjing he was promoted as vice-captain of the warship.


In November 1946, as the Captain and Navigator He Bingcai led the four warships--Tai Piang, Zhong Xing, Yong Xing, Zhong Jian, to take back Xisha and Nansha Islands from South Sea, and set up granite monuments respectively in Tai Ping Island and Zhong Ye Island by planting trees personally, as a symbol of China's territory.  


After the victory of Anti-Japanese War The Kuo Ming Tang provoked civil war, and He Bingcai was against civil war and unwilling to see the situation of country separation, taking the opportunity of being transferred away from Tai Ping warship, he escaping from Kuo Ming Tang navy on the midway, and taking the positons as Captain and first mate respectively in Merchant Marine Bureau Shanghai. He was wanted by The Kuo Ming Tang Navy Headquarter, so he ran to Hong Kong to serve the anti-smuggling ships, such as Hai Ning and Hai Kang in Kowloon gate. Under the arrangement of Communists Lin Daqi and Li Guo¡¯an, He Binglin initiated the Kowloon gate uprising. On 13 June 1950, 27 uprising ships got back to Guangzhou safely because of him. 


After the liberation, He Bingcai actively participated in the socialist construction in China, and served as the Captain of Ao Bi Da steamship, the captain of the Ministry of Communications Guangzhou Waterway Engineering Survey, the captain of Guangzhou Maritime Bureau "the Bohai Sea" Ocean Tugboat, the captain of China Poland Friendship Dredger, and the captains of million tons ships. Since July 1965, he had served as deputy director and training captain for crew training classes in Guangzhou Maritime Bureau, and trained 130 pilots and engineers, some of whom had been promoted as captain, captain of the fleet, and even deputy director.


In 1975, He Bingcai retired because of myocardial strain.


During the period of retirement, he edited and complied the first chapter of Indonesia Channel Guide and Chinese Waterway Guide; at the same time he was hired as the ship technology research consultant for maritime bureau. In 1981, he was awarded as Senior Engineer and in February 1983, he joined in the Chinese Communist Party.


In 1990, He Bingcai was praised as one of the Top Ten Guangzhou Maritime Heroes" and died of disease in 1998.


He Bingcai had devoted his whole life to the contribution of Chinese maritime business and made outstanding achievement for that, and his works are as following:
